Khartoum Government Sworn-in Before Governor

The broad-based government of Khartoum State was sworn in Tuesday in the presence of Khartoum State Governor Dr. Abdul Rahman Al-Khidir.
The State Government ministers who took oath of office include Dr. Yahia Saleh Mohamed (DUP-mainstream), as Minister of Education; Dr. Ali Al-Jailani Fadallah Al-Haj (NCP), Minister of Economic Development and Consumer Affair; Dr. Mohamed Yousuf Al-Digair (DUP-Digair), Minister at the State Government and Chairman of the Higher Council for Human Resources and Eng. Ibrahim Yousuf Abdullah Benj (LJM), Adviser to the Governor.
Dr. Al-Khidir explained that the appointment of Eng. Abdullah Benj as Advisor in State Government does not contradict the State Government's previous announcement that it would not appoint advisers, saying the State Government is committed to implement the Doha Darfur Peace Document (DDPD) which stipulates the appointment of an advisor for the state.
The Governor said his Government has met the prerequisite of a broad-based government because it represents various political parties. He described the task of the Minister of Economic Development and Consumer Affairs as difficult as it is directly linked to the community livelihood given the current circumstances. He said the Minister will be tasked to follow up the implementation of the recommendations of higher mechanism headed by the Governor, organize industry, investment, trade and markets. He said such ministries exit in countries such as India and Brazil and does not constitute a retreat from the policy of free market economy.
With regard to Minister Al-Digair, the Governor said he would be in charge of attracting funding to assist the State in completing the implementation of the technical and vocational training project and will also be tasked with building the capacity of the State Government employees.
For their part, the sworn in ministers said they are participation with an open heart to assist the State Government to implement the Governor's election programmes, adding that they will abide by the decision of the Government.
Qutbi Attributes Change of US Tone and its Call on South Sudan to Reach Settlement with Sudan

Chairman
of the Political Sector of the National Congress, Dr. Qutbi AL-Mahdi,
said that the US administration managed to change its tone and to call
on the Government of South Sudan to find a just settlement with Sudan,
concerning the fees for crossing of oil and use of Sudan oil
infrastructures and facilities, based to its (the US administration)
keenness to see the interests of South Sudan government be guaranteed,
especially that the stoppage of the oil supplies and its exportation
through the North will harm the South government in a manner which is
equal to any crises that would affect the North.
In a statement to
the press at the Headquarters of the National Congress Monday, Dr.
Al-Mahdi referred to former American understandings that underscored
that Sudan shall be sanctioned for its commitment to the result of the
referendum which led to the separation of South Sudan and departure of
oil revenues with the aim to prevent occurrence of harms to South Sudan
government as a consequence of any economic crises that could happen in
Sudan.
He said that so-called transitional economic arrangements were
permitted to allow Sudan take a share from the oil revenues for a
certain period after the separation, in addition to enabling Sudan to
benefit from the revenues from fees from the use of its infrastructures
for the purpose of exportation.
Dr. Al-Mahdi said that the trend of
South Sudan Government to escape these rights has motivated the US
administration to adopt such a method so as to prevent South Sudan State
from any harm that would result from threats to close the oil pipeline.
Meanwhile,
Dr. Al-Mahdi described the visit of the delegation of South Sudan
government to Khartoum as successful in determining priorities for the
pending issues, adding that a fruit of this visit was the agreement on
resumption of the negotiations in Addis Ababa.
